Last week, U.S. Immigration and Customs Enforcement released information about the arrests of 498 undocumented persons as part of “Operation Safe City” — an initiative which ICE itself admits was meant to target so-called Sanctuary Cities, like Philadelphia.
“ICE’s goal is to build cooperative, respectful relationships with our law enforcement partners to help prevent dangerous criminal aliens from being released back onto the streets. Non-cooperation policies severely undermine that effort at the expense of public safety,” said Tom Homan, acting director of ICE.

In a nutshell, a Sanctuary City, like Philly, is where local law enforcement does not fulfill ICE’s request for a detainer or immigration hold unless there is a judicial warrant to back it up.
