Anyone watching the storm devastation in Texas had to be stirred by the mix of resilient victims and valiant rescuers — a mix of people from all backgrounds united in a struggle for survival. The heroic images of community resolve could not have been a more apt backdrop for the decision by a federal judge in Texas in midstorm to block the Republican-controlled state government’s attempt to crack down on so-called sanctuary cities and make them enforce federal immigration laws.
